The human-capital and organisation strategy — the organisational structure, the leadership team, the staffing model, skills and the people development underpinning the platform.

TitanCrete’s execution depends on assembling an experienced
leadership team and scaling a skilled, safety-conscious workforce in
step with the plant rollout. Headcount grows from a lean launch team
toward approximately 450 employees by Year 5, with employee cost managed
as a disciplined share of revenue rather than allowed to outpace
volume.

13.2 Workforce scaling and skills

Plant operators, mixer and pump drivers, laboratory technicians,
dispatchers and maintenance staff are recruited and trained ahead of
each plant commissioning. The company invests in learnerships and
structured skills development — addressing a genuine national shortage
of qualified concrete-technology and heavy-vehicle personnel — which
simultaneously supports its transformation commitments and reduces
reliance on a thin external talent pool.

13.3 Cost discipline

Employee cost is modelled as part of the fixed-cost base that
delivers operating leverage as volume grows: it rises in absolute terms
with the network but falls as a share of revenue, contributing to the
margin expansion from 10.0% to roughly 19.0% over the plan. Management
compensation is structured to align with the deleveraging and
value-creation objectives that govern the equity return.

RISK FLAG — Key-person and skills risk is real — and
partially mitigated by design

A founder-led business concentrates execution risk in a small
leadership group, and the national scarcity of concrete-technology and
heavy-vehicle skills could constrain the ramp. The plan mitigates this
through early senior hiring, structured learnerships,
telematics-and-systems automation that reduces dependence on individual
expertise, and governance that institutionalises decision-making.
Investor protections — board representation, key-person provisions and
reserved matters — should form part of the equity terms.

13.4 Headcount build by function

Headcount scales in step with plant commissioning and volume,

toward operations and logistics — plant operators, drivers and
