Term

Meaning

Basic fuels price

The average monthly import parity value of 93 octane lead replacement petrol, from which the maximum refinery gate price for LPG is derived.

Certificate of Conformity

Required under the Pressure Equipment Regulations of the Occupational Health and Safety Act 85 of 1993, issued by a registered practitioner for the installation.

Decanting

Transferring LPG from a large cylinder into a smaller one. Unlawful and dangerous at an unapproved facility, and widespread.

Fill loss

Gas lost to vapour, purging and weighing tolerance — 1.8% in this plan, raising the effective cost from R30.80 to R31.36 a kilogram.

Filling licence

The authorisation without which a premises may not lawfully refill LPG cylinders. A gating requirement.

Magisterial district zone

The geographic unit by which the DMPR gazettes the maximum retail price. Johannesburg is Zone 9B at R378 a 9 kg cylinder.

Maximum refinery gate price

The regulated price at which a refinery may market LPG for domestic consumption, calculated monthly by CEF and effective the first Wednesday of each month.

Maximum retail price

The gazetted ceiling on the price of LPG sold in cylinders to domestic consumers. A shop may sell below it and may not sell above it.

SANS 10087-3

The standard governing storage vessels of water capacity exceeding 500 litres — the bulk tank.

SANS 10087-7

The standard governing storage and filling premises for cylinders up to 9 kg and storage of containers up to 48 kg. The core standard for a refill shop.

SANS 10231

The standard governing the transport of dangerous goods, applying to the delivery vehicle, its driver and its equipment.

SAQCC Gas

The South African Qualification and Certification Committee for Gas. Filling and installation work must be done by registered practitioners.

Tare weight

The empty weight stamped on a cylinder, used as the reference when filling by mass on a calibrated scale.
