The phased implementation roadmap and Gantt chart, with key milestones from trading launch and vertical integration through to the greenfield mill.

FGRG’s implementation roadmap is structured as a 28-quarter (7-year)
programme spanning the three phases described in Section 7. The Gantt
chart below sets out the complete schedule of major workstreams,
including capital-raising tranches, operational infrastructure
build-out, M&A activity, greenfield construction, and pre-IPO
preparation. Critical-path milestones, dependencies, and sequencing have
been engineered to enable each phase’s value-generation to fund a
portion of the next phase’s capital requirements.

13.1 Critical Path Analysis

The critical path is defined by the greenfield mill construction
sequence (Y4 Q2 through Y7 Q3), which determines the timing of full
commercial production and therefore Year 7 EBITDA. Dependencies on the
critical path include site finalisation, environmental and regulatory
permits (which may take 12–18 months), EPC contractor selection, and
grid-connection and rail-siding infrastructure. To mitigate
critical-path risk, parallel work-streams have been built in for
site-selection redundancy (two final candidate sites) and for staged
permitting (separating environmental, water-use, and
electricity-connection permits to allow earliest-possible long-lead
procurement).
