The alignment with the AfDB High 5s and the UN SDGs, and the environmental, social and governance commitments underpinning the development-finance case.

7.1 Alignment with AfDB High 5s and UN SDGs

Aurelia’s development-impact thesis aligns with the African
Development Bank’s High 5 priorities — particularly “Improve the Quality
of Life for the People of Africa” — and UN Sustainable Development Goals
3 (Good Health & Well-Being), 5 (Gender Equality), 8 (Decent Work
& Economic Growth), 10 (Reduced Inequalities), and 17 (Partnerships
for the Goals). The Group will adopt the IFC Performance Standards as
the binding framework for environmental and social risk management.

7.2 Environmental Commitments

  • Energy: Target 75% renewable energy share by
    Year 10, achieved through on-site solar PV (1.8 MWp at flagship),
    behind-the-meter battery storage, and corporate PPA with an independent
    power producer.
  • Water: Greywater recycling, rainwater
    harvesting, and on-site borehole capacity for emergency continuity.
    Target 35% reduction in municipal water dependency vs.
    baseline.
  • Waste: Comprehensive medical, sharps, and
    pharmaceutical waste segregation; partnership with licensed waste
    contractor; zero-waste-to-landfill target for non-medical waste by Year
    5.
  • Building Standards: Target Green Star SA
    Healthcare 4-Star certification at flagship; LEED Gold equivalent at
    regional hospitals.
  • Climate Resilience: Sites assessed against IPCC
    AR6 scenarios for flood, drought, and extreme-heat risk; resilience
    capex provisioned in design.

7.3 Social Commitments

  • Indigent Care: Each tertiary site to operate a
    30-bed indigent-care wing providing free or subsidised emergency,
    maternity, and oncology care. Target 220,000 indigent visits per annum
    at full scale, funded via a ring-fenced 4% of gross revenue
    commitment.
  • Specialist Training: Aurelia will operate as an
    accredited training site for South African medical schools, with 240
    specialist training slots per annum at full scale across surgery,
    anaesthesia, internal medicine, paediatrics, oncology, and
    radiology.
  • Health Worker Pipeline: Bursary programme for 60
    nursing students, 20 pharmacy students, and 15 allied-health students
    per annum from Year 3 onward, with employment commitments on
    graduation.
  • Local Procurement: Target 75% local procurement
    (by value) by Year 10, with explicit supplier-development support for
    B-BBEE accredited South African medical-device, pharmaceutical, and
    services suppliers.
  • Gender Equity: Target 50% women in clinical
    leadership positions by Year 10 (vs. ~28% industry baseline); 40% women
    on the Group Board; pay-equity audits annually.

7.4 Governance Commitments

  • Independent directors comprise the majority of the Group Board (5
    of 9).
  • Audit & Risk Committee, Clinical Governance Committee,
    Remuneration Committee, and Social & Ethics Committee — all chaired
    by independent directors.
  • Annual integrated reporting under International Sustainability
    Standards Board (ISSB) IFRS S1 and S2 from Year 2.
  • Annual third-party clinical-outcome audit and ESG audit, results
    published to financiers.
  • Anti-corruption, anti-bribery, and conflict-of-interest policies
    aligned with OECD anti-bribery convention.
