South Africa has the most industrialised and diversified economy in Sub-Saharan Africa, with well-developed financial, legal, communications, energy, and transport sectors. The country’s agricultural sector, while contributing approximately 2–3% of GDP directly, plays a far more significant role when the entire agri-food value chain (including processing, logistics, and retail) is considered, accounting for approximately 7–8% of GDP.

5.2 Agricultural Policy Environment
The South African government has prioritised agricultural development through several key policy frameworks, including the National Development Plan (NDP) Vision 2030 which identifies agriculture as a key sector for job creation and rural development, the Agriculture and Agro-processing Master Plan (AAMP) which targets increased production and value-addition, the Comprehensive Agricultural Support Programme (CASP) which provides infrastructure and post-settlement support, and the Land Reform Programme under the Redistribution and Restitution frameworks.
These policy frameworks create a supportive environment for investment in commercial agricultural enterprises, particularly those that contribute to food security, rural employment, and transformation.
5.3 Relevance to Highland Elite
The macroeconomic and policy environment supports the Highland Elite investment thesis in several ways. Growing domestic food demand driven by population growth and urbanisation supports increased potato production and, by extension, seed potato demand. Government incentives for agricultural investment, including Section 12J tax incentives (for qualifying ventures) and CASP grants, may reduce the effective cost of capital. South Africa’s well-developed transport and logistics infrastructure facilitates efficient distribution of seed potatoes to farming regions and export markets. The B-BBEE framework rewards transformed enterprises with preferential procurement status, which is particularly relevant in the agricultural sector.
