Quality, Compliance & Regulation

The quality-assurance and food-safety framework, the laboratory and testing capability, regulatory compliance and certifications, and biosecurity and traceability.

9.1 Regulatory Framework

AgriFeed will operate within a structured South African regulatory
framework that governs every aspect of feed manufacturing — from raw
material acceptance to finished product label, transport, and on-farm
use. The principal statutes and regulatory bodies are summarised
below.

Regulatory Instrument Authority Scope
Act 36 of 1947 (Farm Feeds) DALRRD Compulsory product registration; manufacturing and labelling
Foodstuffs Act 54 of 1972 DOH Veterinary drug residues; food safety chain
Veterinary & Para-Veterinary Professions Act SAVC Veterinary supervision of medicated feed
Hazardous Substances Act 15 of 1973 DOH Chemical and additive handling
NEM: Air Quality Act 39 of 2004 DFFE Dust emissions; air quality permit
NEMA Listing Notices DFFE Environmental Authorisation; Water Use License
OHSA Act 85 of 1993 DEL Occupational health and safety
Compulsory Specifications Act NRCS Where applicable to feed-component certification

9.2 Quality Management System

The Company will operate a multi-tier QMS aligned with ISO 22000
(food safety) and the AFMA Code of Practice. Certifications targeted
within 24 months of commissioning:

  • ISO 9001 — Quality Management
  • ISO 22000 (or FSSC 22000) — Food Safety Management
  • FAMI-QS — feed and feed-additive operator quality system
  • ISO/IEC 17025 — Laboratory accreditation (via SANAS)
  • HACCP — Hazard Analysis and Critical Control Points

9.3 Laboratory & Analytical Capability

The on-site laboratory will be capable of: proximate analysis (DM,
CP, fat, fibre, ash); amino acid profiling; mycotoxin screening
(aflatoxin, fumonisin, zearalenone, DON); NIR rapid scan; pellet
durability; and salmonella screening on finished product. NIR machines
on intake allow real-time blending decisions. A reference contract is in
place with an external SANAS-accredited lab for confirmatory and
arbitration testing.

9.4 Biosecurity

Biosecurity is critical, particularly for poultry feed, where
Salmonella and other pathogen risks can produce catastrophic
customer-side outbreaks. The mill design includes: (i) gravity-flow
process layout with no operator-accessible cross-contamination paths
between intake and finished product; (ii) a Salmonella reduction step
(heat treatment in the conditioner above 78°C); (iii) zoning with
separated raw-side and clean-side staff areas and personal-protective
equipment; and (iv) finished-product Salmonella testing on every batch,
with hold-and-release protocols pending lab confirmation.
