Implementation Roadmap & Gantt Chart

The phased implementation roadmap and Gantt chart, with key milestones from financial close and mill construction through commissioning to ramp-up and Phase 2.

The implementation roadmap is structured in four sequential phases
over a 48-month horizon, from financial close (Month 0) through SADC
market entry (Month 48). The plan is engineered for early operating cash
generation: first commercial production is achieved in Month 19, with
full Phase 1 ramp-up by Month 33.

13.1 Phase 0 — Pre-development (Months 1–5)

  • Capital raise close: senior debt, mezzanine, and equity all
    signed by M3.
  • Site acquisition: complete the eMalahleni 12 Ha brownfield
    purchase by M5; transfer registered.
  • Detailed engineering brief, OEM contracts (Bühler / Andritz)
    signed.
  • Environmental Impact Assessment scoping report submitted to
    DFFE.

13.2 Phase 1 — Engineering & Civils (Months 4–12)

  • Detailed engineering: 100% issued-for-construction drawings by
    M7.
  • All regulatory permits (Environmental Authorisation, Water Use
    License, Air Emission License, Building Plans) approved by M8.
  • Civil works: site preparation, foundations, building shell
    complete by M11.
  • Long-lead equipment manufactured and shipped (pellet press,
    mixers) by M12.

13.3 Phase 2 — Plant Build & Fit-out (Months 11–18)

  • Mill mechanical and electrical installation, pelleting line
    erection.
  • Silo erection (8 raw-material × 500 t and 12 finished-product
    silos).
  • ERP, MES, and laboratory systems implemented and
    integrated.
  • Phased hiring: 60 mill staff trained on operational procedures by
    M18.

13.4 Phase 3 — Commissioning & Launch (Months 18–33)

  • Cold and hot commissioning: feed trials, FCR validation,
    food-safety qualifications.
  • First commercial production and sale: M19.
  • Customer onboarding: anchor Tier 1 contract activated; mid-market
    sales force fully deployed.
  • Year 1 ramp: 35% utilisation by M27, 55% by M33.

13.5 Phase 4 — Expansion (Months 30–48)

  • Phase 2 KZN site (Pietermaritzburg/Cato Ridge area) —
    feasibility, EIA, civils start M30.
  • Phase 2 capital raise (~ZAR 200 m) finalised by M33.
  • SADC entry: Zambia (Lusaka distribution hub) by M40; Zimbabwe and
    Mozambique progressively.
  • Aquaculture pellet line option triggered if internal trials and
    customer commitment crystallised by M36.

13.6 Critical Path & Dependencies

The principal critical-path items are: (i) regulatory approval of the
Environmental Authorisation under NEMA Listing Notice 2 (a slip of one
month results in a one-month slip in commissioning); (ii) lead time on
imported pelleting equipment (typically 36–42 weeks ex-works Europe);
and (iii) first commercial Tier 1 anchor contract execution conditional
on financial close. The schedule includes a 6-week float on the
equipment lead time and a 4-week float on regulatory approvals; both are
tracked weekly through the project director’s office.
