12.1 Implementation Approach
Implementation is structured in four sequential and partially
overlapping phases over the first 52 months from financial close, after
which steady-state operations and Phase II planning continue. The
phasing is designed to front-load the longest-lead and highest-risk
activities (regulatory approvals, equipment procurement, producer
network establishment), ensure that revenue generation begins as early
as possible (with first GCC shipment in Month 28 and first EU shipment
in Month 31), and preserve flexibility to slow or accelerate ramp-up
based on disease control and market access conditions.

12.3 Phase Summary
Phase 1 — Development and Funding (Months 1–11)
Includes pre-development and feasibility refinement, funding close
(debt and equity), land acquisition and site survey, environmental
impact assessment and regulatory approvals, and the formal establishment
of producer-supplier MOUs. The critical-path activity in this phase is
the funding close, expected to be completed by Month 7. Subsequent
phases cannot begin without funding close. Phase 1 capital deployment:
ZAR 78m (predominantly fees, land, design and pre-development
costs).
Phase 2 — Build (Months 8–24)
Includes detailed engineering and design, long-lead equipment
procurement, civil works and site preparation, abattoir construction,
feedlot construction, cold-chain and logistics fit-out, and equipment
installation and commissioning. The critical-path activity is the
abattoir construction (Months 13–21), with equipment installation and
commissioning depending on its completion. Phase 2 capital deployment:
ZAR 564m.
Phase 3 — Commission and Launch (Months 21–30)
Includes SAMIC, EU and GCC certifications, hiring and training of the
260-strong workforce, trial production runs, domestic market launch,
first GCC export shipment (target Month 28) and first EU export shipment
(target Month 31). The critical-path activity is the EU certification
audit, which is expected to be completed by Month 27 to enable the first
export shipment. Phase 3 capital deployment: ZAR 142m, including working
capital build.
Phase 4 — Scale and Expand (Months 28–52+)
Includes brand rollout and retail listings, capacity ramp-up to
50,000 head per year (achieved approximately Month 48), Asia market
entry, and the final investment decision (FID) for Phase II expansion.
Phase 4 capital deployment: ZAR 80m (predominantly working capital and
minor equipment optimisation).
