The fuel station development lifecycle is characterised by three distinct phases: pre-development (licensing, environmental approvals, and site acquisition — months 1-6), construction and commissioning (civil works, tank installation, and equipment fit-out — months 6-16), and operational launch (commissioning, staff training, regulatory inspection, and opening — months 16-18).
