The site-selection methodology — the data-driven approach to catchment, location and return screening, with internal hurdles that reject sites failing the projected-return test.
Site selection is the single most important operational determinant
of whether the average-unit-volume assumptions in this Plan are
realised. Vulcan applies a quantitative, threshold-based methodology to
every candidate site, scored before any capital is committed.

Each prospective site is underwritten with a standalone unit model
projecting ramp, mature average unit volume, four-wall margin and
payback. Sites that do not clear an internal hurdle on projected return
are rejected regardless of availability — the discipline that
distinguishes a platform operator from an opportunistic
franchisee.
Site-selection quality is where the Plan’s top-line ambition is
ultimately won or lost. Because the base case assumes mature unit
volumes above the Steers benchmark, Vulcan cannot afford an
average-quality site portfolio — it requires a consistently
above-average one. Investors should seek evidence of the development
team’s track record in securing premium sites, and of a credible, named
pipeline, before relying on the rollout schedule.
