Biosecurity in a layer enterprise is a capital item and an operating protocol, not a policy statement. It is funded from Stage 1 because the asset it protects is the entire business, and because South Africa pays no compensation for a bird lost to a notifiable disease.

10.1 The audit

A biosecurity protocol that is not audited is a statement of intent. From Stage 3 the protocol is scored monthly by the farm manager and quarterly by the retained veterinarian, with any immediate-fail item, a breached perimeter, an undocumented entry, a vehicle in the production zone, evidence of shared equipment, reported to the board and to funders within five business days.
