The sequence is strictly ordered: commission the plant, produce, accumulate a production record, certify to FSSC 22000, obtain halal certification, register the product in each destination market, then ship. Each step depends on the one before it and several are controlled by third parties operating to their own timetables. The Plan is right to build the funding structure around this sequence rather than assume it away, and right to note that the Company cannot buy its way past it. The corollary, which the Plan does not draw out, is that any delay early in the sequence propagates through all of it, a three-month commissioning slip does not cost three months, it costs three months plus the requalification of every downstream dependency.
