  • 7.1 Sequencing the approvals
  • 7.2 Spent substrate as a revenue line

Requirement

Purpose

Note

Company registration, tax compliance and VAT

Trading and retail vendor onboarding

Formal retail requires a registered, compliant supplier

Municipal business licence and zoning

Premises approval

Agricultural or agri-processing zoning; confirm before acquiring the site

Water use authorisation

Abstraction for growing and substrate preparation

Mushroom production is water-intensive; confirm supply and licensing before design

Food safety certification

Retail access

HACCP as a minimum; GlobalG.A.P. or equivalent where supplying formal retail programmes

Certificate of acceptability

Packing and handling facility

Municipal environmental health approval of the packhouse

Occupational Health and Safety Act

Worker safety

Compost handling, pasteurisation steam, confined spaces, dust and spore exposure

Waste and environmental compliance

Spent substrate and effluent

Spent mushroom substrate sold as a soil conditioner rather than disposed of, which converts a cost into a revenue line

SAMFA membership

Industry standards and technical access

The route to technical information and industry benchmarking in a sector where training is scarce

7.1 Sequencing the approvals

Approval

When it must be complete

Why the sequence matters

Municipal zoning and business licence

Before the site is acquired

Agricultural or agri-processing zoning. A farm on unsuitable land has R17 million of buildings it cannot licence

Water use authorisation

Before design

Mushroom production and substrate pasteurisation are water-intensive. Supply and licensing determine what can be built

Company registration, tax compliance and VAT

Month 1

Formal retail will not onboard a supplier without a valid tax compliance status

Compost supply agreements

Month 7, before commissioning

Two suppliers qualified against a written delivery specification. This is the first gate in the roadmap

Occupational Health and Safety compliance

Before the first crop

Compost handling, pasteurisation steam, confined spaces, and dust and spore exposure are genuine hazards

Certificate of acceptability, packhouse

Before the first despatch

Municipal environmental health approval of the packing and handling facility

HACCP food safety certification

Year 2

The minimum for retail access. GlobalG.A.P. or equivalent where supplying formal retail programmes

Waste and environmental compliance

Spent mushroom compost is a well-regarded soil conditioner because it raises organic matter content, and every crop produces it whether or not a buyer exists. Selling it rather than paying for disposal converts an environmental obligation into R282 000 of Year 5 revenue at effectively no incremental cost. It is a small line and a genuine one, and it is the only part of this business where a waste stream pays.
