Impact Measurement & Management Framework

The impact measurement and management framework underpinning Urbanova.

Every funder on the target list requires a contractual impact
framework, not narrative intent. The Company will operate an
IRIS+-aligned system with third-party annual verification, reported
quarterly to funders alongside financial covenants. The table sets out
the core indicator set and FY2031 targets.

Impact indicator (IRIS+/SDG
aligned)
Baseline FY2031 target SDG
Affordable units under management (<R8,000/month) 0 20,000 11.1
Residents housed (est. 2.6 persons/unit) 0 ~52,000 11.1
Share of units let below R6,500/month ≥55% 10.2
Female-headed tenant households ≥40% 5.a
Direct jobs (operations, FTE) 0 514 8.5
Construction job-years created 0 ~38,000 cumulative 8.5
Renewable share of portfolio energy ≥45% 7.2
Water intensity vs municipal baseline −30% 6.4
EDGE-certified share of portfolio (units) ≥80% 11.6
B-BBEE procurement (% of construction spend) ≥60% Level 1–4 suppliers 8.3
IMPACT-LINKED PRICING
OPPORTUNITY Several target lenders (IFC, Proparco, DBSA) now offer sustainability-linked margin ratchets of 10–25bps
against verified impact KPIs. On a R5.1bn senior book, a 15bps ratchet
is worth roughly R7.5m per annum, material, free, and available only if
the measurement framework above is contracted at financial close rather
than retrofitted.
