The public-sector partnerships and the incentive architecture underpinning Urbanova.
Affordable housing in South Africa is a regulated, incentivised and
politically visible sector; the plan treats the public sector as a
structured counterparty rather than a background risk. Four instruments
are material to the numbers.

- Policy stance: no single precinct’s viability may depend on a
discretionary public instrument, grants and land deals are upside and
blend-down, never base-case load-bearing. - Political risk is managed by geography: three metros in two
provinces by Phase 2, so no single municipal administration can stall
more than ~35% of the pipeline. - SHRA-accredited social housing blocks within mixed precincts
strengthen DFI impact cases and municipal relationships, at the cost of
regulated rents, the plan caps them at 15% of any precinct.
