7.2 Site Selection Criteria
- Within 1km of a Gautrain, BRT, rail or primary taxi route node;
employment density within a 30-minute commute. - Land or refurbishable building stock acquirable below R95,000 per
achievable unit (≤22% of all-in cost). - Zoning or realistic rezoning path to residential densities of
300+ units/ha; bulk services capacity confirmed. - Precinct potential: adjacent parcels, activatable ground-floor
retail, and public-realm partners (city improvement districts). - Urban development zone (UDZ) tax-incentive eligibility where
available, improving after-tax project returns.
7.3 Portfolio Build Trajectory
Delivering 7,500 units in FY2031 alone implies completing roughly 21 units every day . Divercity, the reference model,
assembled ±6,500 units over approximately seven years. Urbanova’s
trajectory is 3x that pace at peak. The plan is achievable only with
parallel EPC contractors across 8–12 simultaneous sites, modular/precast
construction methods, and a development team of 60+ professionals by
FY2029. Lenders should consider a covenant package that tests
units-delivered milestones, not only financial ratios.
