19.3 The strategic judgement
Lesedi is not betting on a market that must appear. The fleet is already installed and will require servicing for a quarter of a century regardless of electricity policy, tariff outcomes or procurement timetables. It is betting that a disciplined national operator can take share from fragmented incumbents faster than they can rebuild their own cost, water and empowerment positions. That is an execution bet, and the plan is structured so that the failure mode is slower growth rather than capital loss, a structure this analysis has tested and confirmed.
Stripped to its essentials, this is a sales-execution investment in a business whose demand is already contracted into existence by physics. The soiling happens whether or not anyone cleans it; the fleet exists whether or not anyone services it. What is uncertain is not whether the work is needed but whether this team can win it at the rate and price assumed, against incumbents who will defend. Everything else in the Plan, the water method, the platform, the empowerment structure, the academy, exists to make that sales task easier. An investor should therefore weight diligence overwhelmingly toward the contract pipeline and the founding book, and treat the technical and ESG material as supporting evidence for a commercial judgement rather than as the judgement itself.
