Regulatory, Food Safety & Biosecurity

The regulatory perimeter, the HACCP and FSSC food-safety and traceability systems and the biosecurity framework underpinning CluckCore.

Regime Requirement CluckCore approach
Meat Safety Act / R638 Abattoir registration & grading Registered abattoir; independent meat inspection
HACCP Hazard analysis & critical control points HACCP system from commissioning; documented CCPs
Food Safety Agency (FSA) Inspection & quality enforcement FSA registration & good standing maintained
DALRRD / veterinary HPAI controls, movement permits Biosecurity protocols; outbreak response plan
Environmental (NEMA) Effluent, water, waste authorisation Environmental authorisation; water-efficiency design
Labour & OHS Occupational health & safety Compliant plant design; trained workforce

Food-safety & traceability systems

Control point System Purpose
Incoming birds Supplier verification & health declaration Prevent diseased/non-compliant intake
Slaughter line HACCP critical control points; meat inspection Statutory food-safety compliance
Chilling IoT temperature logging; danger-zone alerts Prevent bacterial growth; evidence trail
Processing Batch coding; allergen & hygiene controls Traceability & recall capability
Cold storage & transport Continuous cold-chain monitoring Quality preservation; spoilage avoidance
Dispatch Batch-linked delivery records Farm-to-customer traceability

Traceability is not merely a compliance cost, in a market
periodically shaken by food-safety scares and disease, verifiable
farm-to-dispatch traceability is a commercial asset that wins and
retains formal-retail and food-service contracts, and it is the
foundation of rapid, contained recall if an incident occurs.

HPAI, THE SECTOR’S DEFINING RISK

Highly pathogenic avian influenza is the poultry industry’s
existential recurring threat. The 2023 outbreak decimated national
flocks, some producers closed permanently, and fresh cases were reported
in North West and Mpumalanga in mid-2025, precisely CluckCore’s
operating corridor. An outbreak can force mass culls, halt supply,
trigger movement bans and spike live-bird prices simultaneously.
CluckCore’s mitigations, stringent biosecurity, diversified multi-farm
supply, contract-processing flexibility and (as it becomes available)
vaccination, reduce but cannot eliminate this risk. Lenders should
stress the plan for a supply-disrupting HPAI event, which the severe
scenario in Section 24 does explicitly.
