through scalable, carrier-neutral fibre infrastructure deployment —
building the physical foundation on which a competitive market of
internet service providers can deliver better speeds and prices to every
South African community.

Strategic objectives, FY2027–FY2031

  • Pass 2.8 million homes and connect 1.45 million subscribers
    across a carrier-neutral open-access network by FY2031.
  • Onboard 75+ ISP partners, replicating the multi-ISP competitive
    dynamic that defines the open-access category.
  • Reach EBITDA-positive run-rate by FY2028 and 42%+ EBITDA margin
    by FY2031 through penetration-led operating leverage.
  • Deploy at least 40% of the network into traditionally
    under-served township and Reach areas, anchoring the digital-inclusion
    and DFI thesis.
  • Drive capex-per-home-passed down from ~R13,750 to ~R6,200 through
    route density, aerial deployment and construction learning-curve
    effects.
  • Establish a second-round infrastructure debt programme by month
    26 to fund the build beyond the initial R11.5 billion raise.
