Operations Plan
The operating model, the build and maintenance operations and the operational infrastructure underpinning NexaWave.
NexaWave runs an asset-heavy but headcount-lean operation: the
network is the business, and most cost sits in construction
(capitalised) and network maintenance (opex). Field deployment is
delivered largely through managed civil-works contractors under NexaWave
design, quality and safety governance, allowing the build to flex with
funding and wayleave availability.
Key operational processes
- Build management: standardised design, contractor panels, quality
assurance and as-built asset registration feeding the fixed-asset
register that underpins debt security. - Wayleave & permitting: dedicated municipal-liaison function
to secure and renew wayleaves — treated as a core competency given its
role in build velocity. - Network operations: 24/7 NOC, SLA management for enterprise and
carrier customers, and AI-assisted predictive maintenance. - ISP wholesale management: automated provisioning, equal-access
order handling, wholesale billing and settlement across 75+
ISPs. - Field maintenance & theft response: rapid-response teams,
network monitoring for cable theft/vandalism, and community-based
infrastructure protection in Reach areas.
Cost-per-home efficiency
Capex per incremental home passed falls from ~R13,750 in
FY2027 to ~R6,200 by FY2031 as route density improves, aerial
deployment scales, contractor learning curves mature, and township
builds (lower cost-per-home at high density) grow as a share of the
programme. This trajectory is central to the plan: at the launch
cost-per-home, the FY2031 footprint would cost several billion rand
more, so the efficiency curve is effectively a funding assumption. It is
achievable — it mirrors the industry’s experience — but it is an
assumption, not a certainty, and adverse terrain, wayleave costs or
theft could arrest it.
